Biography:

    Dr. Thomas Robenson was a Somerset County resident and slaveholder. A committal notice, recorded in Kent County, regarded a black man named Spencer Waters who said that he had been manumitted by Robenson. Still, a local justice of the peace held Waters as a fugitive.
