Biography:

Otho Williams was the son of the Thomas Owen Williams, and the brother of Elisha W. Williams. Originally from Prince George's County, Williams inherited Rose Hill in Washington County from his father in 1818.1 In 1850, Williams was living south of Williamsport with his wife, Ann, and their daughters Virginia and Mary E.2 Williams appeared on Taggart's map of Washington County in 1859. The map also showed him owning three lots north of his house.3
